If you had 3.7 remaining prior to shut down and 3.7 remaining after start up then this means that the modem did not use any data on its own.

A single computer consists of:

> The background processes running on the computer <
Many of the Operating Systems functions are run unseen as background processes.
Software does not always do as its told.
My Windows 7 machine currently has 100 background processes in operation.
The only way to really tell what is running is to install monitoring software such as Glasswire so as to see what is running, if it is connected and using data and finally how much data.
