There is no excuse for the shoddy way this business is run. No support on tablets or mobile devices? Really? At least the old meter would show my usage, the new meter.....nothing. Now what do I do Mr. Hughesnet ?

All you have to do is type in 192.168.0.1 in your tablet or mobile device browser and there is a meter. Also a meter here once you sign in: http://my.hughesnet.com/

As sgoshe said, open the browser on your tablet or mobile device, and type in http://192.168.0.1 and you can view your allowance quota.
 
If you need to use a restore token, log into http://my.hughesnet.com

I am confused. I am on my control panel for myhughesnet on my Kindle more than on my laptop. The Kindle doesn't run the tests, though. I can see usage, the community, etc.

I see this is your first post here, so welcome to the community! As mentioned by our community members. You can view your usage on the customer support center once logged into your account or by bookmarking the IP address to instantly get an overview as well. Hopefully this has helped you.
