Is my hughes net serivce in my home capbable of streaming using a chrome cast?

Yes but it can be a huge background data hog if you don't take steps to prevent it. Suggest you read through this thread especially the second post on this page: https://community.hughesnet.com/t5/Third-Party-Products/Chromecast-what-s-the-advantage/td-p/96600/p... and do all the steps in the link provided there.

 

Even once you do get the background data use minimized I still would only stream in standard definition or else you can still eat through a lot of data especially if a heavy streamer. The added benefit is less chance of pausing and buffering during the video.

I have two Chromecasts and they work just fine. You may want to consider what BirdDog writes about data usage, though.
