Yes, anything that syncs to the Cloud will use your data.

Yes, big time. In both upload and download.
It may pay you to get a network drive for such things or perhaps one or more external drives depending on the layout of your network.

Bottom line: Cloud services are a no-no on a data capped service.

USB 3.0 external drives are inexpensive and work very well and will save you from using your data for online backups.  You can use them for system image backups in a separate partition, as well.
