Speeds are not guaranteed, as is stated in the subscriber agreement, and this has nothing to do with you being in or out of contract. Many things affect speeds. If you would like someone to look into this, you can ask the reps on this site to do so, or you can call the 800 number, but chances are you see low speeds because you're in FAP and because speeds are never guaranteed. Before my contract ended never had download speed issues. Now that it ended, my DL speed in FAP is throttled to 300 kbps outside of Bonus Zone.
