This site has been mentioned by Corrosive and others, but I just stumbled acroos it again and thought it would be good to highlight it here.

You can pull up user-generated reports about outages for just about any major ISP or popular web site:

Reading it makes one think the whole Internet is down at one point or another.

Good post! There is also http://www.downforeveryoneorjustme.com/  I am not sure how comparable these two sites are to each other besides one being really pretty. 

Be careful of those roaming charges!
