If you know someone fluent with FreeBSD, they could build you a PFSense router and implement FreeRadius and Captive Portal, which can be setup to limit the length of time a user is logged on, as well as how much data they can transfer up and down.  Once they hit that cap, you would be able to reset them if they pay for the extra data...  So assume that the user hits their cap of 500MB or what ever you would let them have for a month, after that they can pay for a token and have their cap reset.

But as I said, it would take someone very knowledgeable to be able to set that up, and such knowledge isn't cheap.
