Our Voice Phone System is not working very well. There is a "delayed" action when we try to speak to someone -- they can't hear us very well and we can't hear them very well. We also receive an echo with the words we are speaking. It is very difficult to hold a phone conversation this way. Can anything be done with our Voice phone system ?
One of the reps on this site can check your system for you, but in the meantime, have you rebooted everything?

You noted that both parties can't hear each other very well. What does it sound like that makes it difficult to hear? Low volume, static, garbled audio?
Does this happen on every call?
Regarding echo, does it happen when you make the call?
Does it happen when you receive a call?
Do both parties hear the echo?
Does the echo happen on every call?
If you're noticing echo or poor call quality only on certain calls, take note with which number(s) this is happening so we can check in our logs.
For echo, sometimes it's because the handset volume is turned up too high. You can try turning it down and also try speaking more softly to see if that reduces the echo.
When did the issue start, or when did you first notice this issue? Approximate dates and times would be even more helpful.
Which model phone are you using with the VOIP service?
