I have the same trouble, and there is no speed difference between my cell phone and my PC. They're both ridiculously slow. What the Hell am I paying for???!!!

My cell phone and computer automatically log onto my wifi when they are turned on. If I am not using ANY apps or ANY internet programs, and apps and programs are turned OFF, I'm working off line, am I still using precious data?
