Video Streaming devices

I am looking for the best video streaming option that does not require internet for a non-smart TV.  I know the Firestick, Chromecast and Roku stick will all work but I want to avoid using internet data for this TV.   I plan on streaming from my Plex Server to this HD TV.   I have found a Streambeam by Actiontec but not sure if it would work with our Iphones and Ipads.   Of the 3 established ones, which one would be the easiest to set up and use while blocking access to the Internet?

I use PlayOn Cloud. Doesn't use any data to record (I record in HD quality), does use data to download; doesn't use any data to play on devices including TV; and you get to keep the recordings for as long as you want, and you can play them without buffering.
