slow speed in the evening

DOWNLOAD SPEED: 0.85 Mbps UPLOAD SPEED: 1.09 Mbps  this is the speed I just tested now, 8:15 or so this pm.   these unacceptable speeds are what we get after about 7:45 pm pacific daylight time....it is abysmally slow causing a few minutes, if that ,of streaming at speeds only appropriate to messaging, if that....why? and how can this be improved ...
