cant access system control center

it says im not using a hughesnet connection but I am

Did you try shutting down the modem, waiting a couple of minutes, then restarting it? 

Can you connect directly to the modem and see if you can access the SCC?

Yes I have rebooted the modem and no difference. SCC, system control center? How would I go about connecting directly to the modem?

He means via Ethernet cable instead of WiFi. 

 

What I would try is unplugging the modem, and your router if you use one, then turn all devices that use HughesNet off. Then plug the modem back in, wait a few minutes, then your router, then wait a few minutes, then turn on a single device and try connecting to the SCC. The idea behind this is to clear the DNS in case there's a bad entry, which can propagate through all of your devices. 

GabeU, thank you, that got me into the SCC.

       Now that I can see everything is in order I have to wonder how to get rid of the 8-15 second delay between websites.

You'd have to change the laws of physics.
