Problem with billing

I opted for zero reinstall option, and the customer service representative reassured me that since i had NO upgrages & the SAME equipment that there would be no charge for moving to my new residents. Well come the second of the next month $475.19 (which was my rent plus some) was charged from hughesnet.??? I have the invoice from the same guy who installed my service at both places!! & it says NO CHARGE. Then my invoice has upgrade equipment & service charges on it?? Why? Please help me figure out how to fix this.
