I'm finally back to 2700 KBPS today! So whatever the technicians did on the back end, that was the problem. Nothing on the user end. If someone returned to work and flipped the correct switch, thank you, but if we could idenfity this problem, I wouldn't have had to wait for a month to identify it. All the above misinformation was no help. Only the back end technician flipping the switch helped. Case closed.
