First, have you searched the site or read your welcome email?
There are numerous reports of people complaining about this, only to be told that this is normal for the first 20 days in order to ensure the system is working properly. And, as alluded, it was in your welcome email.
Second, this particular forum named "General Discussion" is also marked explicitly "NOT FOR TECHNICAL SUPPORT". The appropriate forum for this discussion would be named "Tech Support".
Seeing a trend here.
For the first 20 days of your service, Hughesnet sets your data to constantly refill. This is done as a courtesy, to allow new users to get their systems up to date, if needed, so they're not using data. Your system will go to normal after 20 days.

If you choose to utilize this support community, please also choose to have enough respect for your fellow users, and other readers, to not use foul language. Not only is it disrespectful to anyone who reads this site, including little eyes, it is against the Community Guidelines, as well as completely unnecessary.
Hi danoh, thanks for posting and welcome to the community. As the others mentioned, your first 20 days of service we provide relaxed bandwidth. Let us know if you have any other questions about your service.
