Need help

For a while now my Wi-Fi keeps going out and I have to keep shutting off the computer

then come back to it later on in the day.

I also keep having someone trying to or has hacked this computer. I have had several problems with pay pal they say I have account, and don't have one with them. I've tried blocking them on my phone and now they are sending emails saying I keep buying stuff and I have not. This is starting to get very hard to do things on my computer.
