WiFi calling not working

when I signed up for the service, my iPhone worked fine for calls and text. About 2 months ago, there was an email promoting your VOIP service and now I can’t make or receive calls or text messages. 
I’ve read the threads about latency.

This is distressing because I live in a rural area with no cell signal. What changed?
