VPN on Gen 5

Hi, I have time limits and blocking set for my daughters internet usage and she is getting around it, I believe using a VPN. Is there some way to block it so that she can not use a VPN, or any other suggestions on how she is getting around the parental controls and how to stop it. Any help is appreciated. Thank you
