Is there an improvement in speed with higher-tier capacity plans?
No. The only difference between plans is how much high speed data you get before you are subject to the Fair Access Policy (throttled). The offered speed for all Gen5 plans is the same.
Actual speed can vary due to system load, but upgrading to a larger plan won't improve the non throttled speed, nor the throttled speed, for that matter.
