Anything you see on a page will use data (and even some things you don't see). If what you see is animated, it likely uses even more data. You can install an ad blocker in your browser, which will block the vast majority of ads on web pages, and the data they use to display them. I had to temporarily disable my ad blocker to see what you described on the HughesNet Home page.
I use Microsoft Edge, though I also have Chrome and Firefox installed. I use Adblock Plus with all three of them. It blocks ads very well. It even blocks those annoying ads that play before YouTube videos. Just make sure to uncheck "Allow Acceptable Ads" in its options.
