System is good, but speeds are 0.1 mbps

My account is current, I have plenty of data, all lights are functional on my modem/router, the sky is clear, and my system dashboard is all green and good. Any other reason my download speeds are only 0.1 mbps for the last several days? My internet is almost unusable. Please help.

Still only getting 0.1 Mbps all weekend. Just now the system showed code 12.1.12. What could this mean? Help please. We need internet for school and work!
