Amazon Fire Tv Stick buffers constantly

Yeah we use to have Gen 4 an ever since day 1 nothing but trouble a whole lot of money an always says Data Throttled so upgrade to Gen 5 got Amazon Fire TV Stick an it only plays when it wants to but all its doing is buffering an can't stream nothing is it something I'm missing or doing wrong cause upgrade didn't change anything but a lot more cash

First question has to be what definition is it streaming?

 

You can turn off/pause Video Saving Mode and see how it works. Only thing is if streaming 480p and above, you'll eat through data quickly.
