Installation charge

Free installation is advertised nationally. Why was I charged $99 for Lease Set up fee (which Heather in billing is an installation charge) when I upgraded to Gen 5?

The activation fee (lease setup fee) is a separate charge from an installation fee.  Anyone who signs up for HughesNet or upgrades to Gen5 from a previous generation service pays a $99 activation fee, though only with certain situations is an installation fee charged (non lease, inadequate credit).
