Is there a way to limit bandwidth to ration Anytime Data?
Curious if there is a way to throttle bandwidth on user side during anytime (daytime) data usage so anytime data will last longer?
No, the user can't self-throttle.
The best way to do that is to budget the data so it will last the whole month. This is accomplished by avoiding or limiting data hogs such as streaming. For this purpose, the Video Data Saver is on by default, and this lowers the quality of streaming to save data; the user can also limit the quality of streaming data from the providers, such as Netflix, Amazon Prime, etc.

If you run Windows, you may want to install the free Glasswire application. It will tell you what's using data and how much.
Knowing where the data is going may help you budget your allowance better so your data lasts longer.
