Intermittent problem with phone/voice feature...

My phone (voice service) intermittently converts and goes directly to voicemail. The message is: "This mailbox is full and cannot accept messages." This happens approximately every 2-3 days even when there's no weather event and there are no messages in the voice mailbox. My immediate and temporary fix is to reset the phone box. Could this be a fixable technical issue or is it something inherent with using voice over internet protocol?
