Wondering why solved threads are not locked after marked as such? It seems they often become targets for people to pile on after the fact and provide no uselful information to the reader or OP.

Because in some cases the author chooses the wrong solution, and the real one is posted a big later.
And sometimes we forget to go back and lock a solved thread. Too busy to do that... next intern we get, that's one of their tasks.
