Slow speed

I had previously ran some testing back a few months ago and thought it was no where near what is advertised it seemed to run most things fine. Now everything seems so slow...I have been running tests...

Look at this one. I thought I can watch the live debate, It's a historical event. Watching it 360p, 300 Kb/s would be enough for that, even 200 Kb/s. Well, I got 7.8 Kb/s. It's literally dial-up speed from 1995.. :-(
